Where Employers Are Struggling to Recruit
Energy employers do not face one simple shortage. Demand is rising in several parts of the industry at once, while experienced engineers and technicians are also being recruited by construction, advanced manufacturing, defence, digital infrastructure and other sectors.
The result is a competition for proven capability. Employers may receive plenty of applications yet still struggle to find candidates with the correct combination of technical knowledge, site experience, safety competence and current certification.
For candidates, this creates opportunity, but it does not mean that every energy role is easy to enter. The strongest position comes from identifying where demand overlaps with existing experience, then closing the specific gaps that prevent a move.
Why the Skills Gap Is Growing
Energy systems are expanding and changing at the same time. Existing oil and gas assets still require safe operation, maintenance, integrity work and decommissioning. Offshore wind, electricity networks, storage, carbon capture, hydrogen and data centres are adding further demand for engineering and technical capability.
The UK Clean Energy Jobs Plan says clean energy is expected to require one of the largest workforce increases among the country’s priority sectors between 2025 and 2030. It also warns that engineering capability is sought by several other growth sectors. This matters because the same experienced electrical engineer, commissioning specialist or project controls professional may be suitable for multiple industries.
Offshore wind illustrates the scale of the challenge. ORE Catapult reports that the UK offshore wind workforce is close to 40,000 and cites scenarios requiring tens of thousands of additional workers by 2030. These figures are projections rather than guaranteed vacancies, but they show why employers are planning for a much larger skills requirement.
The Roles Under the Greatest Pressure
Shortages vary by country, project phase and technology. A role can be difficult to fill on one project and oversupplied on another. However, several capability groups repeatedly appear in workforce plans and live recruitment activity.
Electrical and Power Systems
New generation is only useful when electricity can be connected, controlled and delivered. Grid reinforcement, offshore substations, high-voltage systems, protection, testing and energisation therefore create demand for people who understand electrical systems in practice.

- High-voltage authorised persons and switching specialists
- Protection and control engineers
- Cable, substation and grid-connection specialists
Candidates need more than a broad electrical title. Employers will look for evidence of voltage levels, equipment types, switching responsibility, testing methods, permits and the standards used on previous projects.
Instrumentation, Controls and Automation
Modern energy facilities depend on instrumentation, control systems, safety systems and accurate data. The technologies differ between a refinery, offshore platform, wind farm and data centre, but the underlying need for reliable control remains.

- SCADA and telemetry specialists
- Functional safety and safety instrumented system specialists
Transferability is strongest when candidates explain the systems they have worked on, the faults they have diagnosed and the testing they have personally completed. A list of software names without project evidence is rarely enough.
Commissioning and Completions
Projects need people who can take systems from construction through mechanical completion, pre-commissioning, functional testing, energisation and handover. Delays at this stage can hold up an entire facility, which makes experienced commissioning personnel valuable across sectors.

- Turnover, document and handover coordinators
The job title alone does not prove commissioning competence. Strong evidence includes systems completed, test packs used, boundaries controlled, punch items managed and acceptance criteria achieved.
Operations, Maintenance and Reliability
Operating assets require technicians and engineers who can keep equipment available without compromising safety. Demand is particularly sensitive to location, shift pattern, mobilisation requirements and experience with specific plant.
- Mechanical and rotating equipment technicians
- Electrical and instrument maintenance technicians
- Reliability and condition monitoring engineers
- Operations and production technicians
Candidates should show the equipment maintained, maintenance strategy followed, breakdowns resolved and improvements delivered. General phrases such as preventive maintenance or fault finding need supporting detail.
Quality, Safety and Project Delivery
Technical work also depends on verification, safe systems of work, planning, cost control and disciplined execution. Complex projects can struggle when they have enough labour but insufficient supervision, quality assurance or coordination.
- QA and QC inspectors across mechanical, welding, electrical and instrumentation disciplines
- HSE advisers, permit coordinators and safety leaders
- Construction and project managers
- Planners, cost engineers and project controls specialists
These roles are often highly transferable, but sector-specific rules still matter. Candidates moving between industries must understand the new client standards, assurance process and regulatory environment rather than assuming every system works the same way.
Why Employers Still Reject Capable People
A skills shortage does not remove selection standards. Employers still need evidence that a candidate can work safely and become productive within the project timetable.
- The CV lists responsibilities but gives no evidence of equipment, projects or results
- Certifications are expired, irrelevant or not the exact units requested
- The applicant has transferable experience but does not explain the connection
- Location, work rights, rotation or mobilisation availability are unclear
- The job requires recent hands-on competence that the application does not demonstrate
Candidates should therefore avoid applying to every vacancy with one generic CV. A better application shows where the experience matches, where it is transferable and which requirements are not yet met.
How to Position Yourself for Shortage Roles
- Choose a target role and market. Electrical technician is too broad on its own. Define the sector, location, environment and level you are targeting.
- Compare real vacancies. Record the requirements that appear repeatedly and separate genuine patterns from one employer’s preference.
- Map your evidence. Link each important requirement to a project, system, task, qualification or result that proves your capability.
- Identify the true gaps. A missing keyword can be fixed in a CV. Missing competence, work rights or mandatory certification requires a different plan.
- Train with a purpose. Do not pay for a course simply because it is associated with the sector. Confirm that it is required for the role you want.
- Make transferability explicit. Translate your experience into the language of the target sector without pretending the two environments are identical.
What Employers Can Do Differently
Employers also contribute to the gap when job descriptions combine essential and desirable requirements into an unrealistic wish list. A clearer hiring process identifies what must be held on day one, what can be verified during selection and what can be learned after appointment.
Job adverts should state the project, location, rotation, contract type, expected mobilisation date, work-right requirements and mandatory certifications. This helps unsuitable applicants screen themselves out and gives qualified candidates enough information to make a decision.
Where the market cannot supply a perfect match, employers may need to recruit for adjacent competence and provide structured conversion training. That approach still requires assessment. Transferable does not mean identical.
The Practical Outlook
The energy skills gap creates opportunity for experienced workers and new entrants, but it rewards precision. Candidates need to understand the role they want, prove relevant competence and invest only in gaps that genuinely affect employability.
Employers need equally clear thinking. Better workforce planning, realistic requirements and transparent job adverts will do more than simply increasing the number of vacancies published.
